AP/CalWORKs Child Development Program a/k/a Alternative Payment Program
This AP/CalWORKs program is unique inasmuch as it helps to build sustainable communities in two major ways:
- Firstly, this program encourages self-sufficiency among economically and socially deprived individuals and families through the provision of subsidized child care.
- Secondly, and most importantly, this program helps to strengthen and stimulate the economy in these deprived communities by supporting small business owners (Child Care Providers, "Providers"), who creates jobs and consumers within this population.
CCFS is proactive in maintaining a high level of child development services offered, implementing requirements beyond State-mandated standards. For example, CCFS sponsors a mandatory 24-accredited hours of training annually for Providers. The curriculum covers early childhood education, nutrition, special needs children~s issues and /or other subjects related to the quality of child care. This program facilitates the monitoring and maintenance of child care standards required by the State of California, and improves the qualification, skills and capacity of CCFS providers.
Eligibility is based on income, and is available to; eligible working parents, parents enrolled in school and parents participating in Greater Avenues for Independence (GAIN) activity. Priority is given to families receiving cash-aid from the Department of Public Social Ser vices (DPSS). Under this program child care services are available to children up to the age of 13 years. It is a subsidized program with no out-of-pocket cost.

The AP/CalWORKs Child Development Program often referred to as "The Alternative Payment Program" offers subsidized child care to more than 10,000 families in South Bay Los Angeles. Through this program, eligible parents have the ability to select the child care provider of their choice. Payments are made directly to the chosen child care provider on behalf of the eligible family.
